Could it be? A movie-based game that's actually good? Ok, there's also Aladdin, Toy Story, Jurassic Park, and True Lies, so it's not that rare.

I thought they were a bit clunky and level design wasn't too great either.

I remember Judge Dredd on SNES being quite good. It diverges from the movie plot and into the comics territory pretty significantly in the later levels.
