Try looking at some Depeche Mode, Massive Attack, or Portishead. Akira's stuff is a bit more electronic and repeating than them, but I think that just comes with it being a videogame.
I always got a Silent Hill vibe from Közi (ex-Malice Mizer).

Look into the industrial genre and its many subgenres like dark ambient.

Really liked Crosses self titled album (side project of Deftones singer Chino Moreno, Far guitarist Shaun Lopez and Chuck Doom)

struck me as really silent-hillish

They had some trax listed on a silent hill forum and I grabbed em up a few months ago when I was looking for similar.
(heck even the logos for Aphex remind me of occult game stuff)
Aphex Twin - Tree
https://www.youtube.com/watch?v=UKyD6n2DHPU
Aphex Twin - Curtains
https://www.youtube.com/watch?v=0z2L0Mo8C1s
Aphex Twin - Grass
https://www.youtube.com/watch?v=ZBU3uAzRejs
Aphex Twin - Cliffs
(sorta reminds me of downtempo ending music in a similar style)
Aphex Twin - Grey Stripe
(some nice ambient underground music)
https://www.youtube.com/watch?v=LHZBy_ckUtI
https://www.youtube.com/watch?v=i524g6JMkwI
Aphex Twin - Spots
(maybe pause/interlude/loading screen kinda style)
https://www.youtube.com/watch?v=raQOaE21SBI
Aphex Twin - Matchsticks
(reminds me of an after-level realization)
https://www.youtube.com/watch?v=kXN2UHHODPk
Aphex Twin - Blue Calx
(reminds me of calm interlude kinda music, maybe a driving scene)
https://www.youtube.com/watch?v=oH-0VR-Ru4o
This isnt so much the style but its still discordant, Porishead is a rather public inspiration for SH (a poster for them is in the game somewhere)
Portishead - All Mine
(dat creepy girl vibe)
https://www.youtube.com/watch?v=vozNQX6Ye1A
Portishead - Humming
(reminds me of zombies and aliens creepy shit)
https://www.youtube.com/watch?v=fzm1DY3hJL8
Portishead - Roads
(very much like the singing music in SH2+)
https://www.youtube.com/watch?v=BmxXHF9C3Yg
Portishead - Numb
(good mixed up tune and lyrics)
https://www.youtube.com/watch?v=M6rJn_TEu5Y
Portishead - Chase The Tear
(reminds me a little of a boss battle, specifically the giant moth)
https://www.youtube.com/watch?v=W5hpnLIswbQ
(dat trip-hop piano, and good lyrics reminiscent of an angry scorned girl)
https://www.youtube.com/watch?v=bp2hKfi1B60
(the instrumentals would make good on-the-streets music, would go good with alot of monsters chasing)

odd that you didn't mention this one: https://youtu.be/cuKSOalgqzs
It's the most SH sounding Portishead song I know.
Then there's this song by PJ Harvey: https://youtu.be/rANvv4wcOmE
I don't remember which one, but a song on one of the Silent Hill soundtracks sounds very similar.
