Is this a remake or a new installment in the Kunio-kun series?

It's a remake of Renegade, but with River City-style graphics and characters from all the FC Kunio-kun games. I'm not sure why they keep using the River City branding for localized Kunio games if they're keeping the Japanese settings this time.
