Probably came down to the special stages (which are actual 3D) and it having 'Sonic' in the title, a lot easier to make a quick buck with.

In hindsight, yes, but at the time everyone was going apeshit over 3D in games.
It was a mistake, yes, but a very easy one to make given the circumstances.It's not technically retro but I'm glad Sonic Mania is trying to be some sort of Sonic CD2. Saturn should have had that instead.
