Get editdisk and drag the folder onto a working hdd image. Feel free to edit autoexec bat afterwards to automatically start the game.
You can find guides on how to format hard drive images and set them to boot on sites like Tokugawa Corps.

Copy to your PC98 and run there.

Some correction for this game. The files are divided for the four floppies so you have to copy the folder contents onto separate floppy images instead of hard disks.
DOS wouldn't work with Japanese names.
