It does over time but that requires a lot of applications. The insides will die off long before the plastic reaches the point it gets actual damage.

The brittle plastic comes mostly from people who used straight bleach. The large O atoms get replaced by small Cl atoms and make the structure less sturdy. Retrobrite was specifically formulated to lessen that effect. But remember that it's only temporary.
