Looking to buy either a Saturn or a Dreamcast. I own(ed) two dreamcasts til both shit out on me. I had a few games for it but not too much. However I've never owned a Saturn. Which one should I get?
I'm big on RPGs, but I know both consoles are pretty light on them. The main thing holding me back from the Saturn is that the vast majority of the games that anyone actually wants for it are expensive as all hell. Is there enough affordable games to make it worth while?
Too late.
Too late for a Saturn at least. The DC hasn't been memed out yet and is still affordable.

Define affordable. If under $100 is affordable for you, I'd say definitely Dreamcast. Skies of Arcadia, Grandia II, Phantasy Star Online, and others are all under $100. Unfortunately, RPGs on SS/DC are generally all astronomically expensive. I'd say stay away from Saturn honestly if you're concerned about price. Those games are rising in price every year.

Are you trying to start a collection? If not you can burn your own Saturn games an load them using pseudo Saturn.

$25 for a modchip and then every game costs the price of a CDR.

All of them are good, the only difference is in aesthetics and the startup intro animation. I'm partial to the US and PAL units because they have a sound effect that works so great with the animation.
Japanese launch models also have kickass double led lights, but they are annoying to take apart since half the unit is on the top case.

Or just buy one that's an early revision and just play CDs out of the box? I think Oct 2000 is the cutoff.

Get Japanese systems and games. You do know Japanese, right?
