It's bad because of both. Hell, I'd safely say it'd be a better game if it was only sim shit.
ActRaiser 2 is pretty cool. Flawed and not unique, but I like it.
AR2 is much better than the first, you're just an old stick in the mud.

The hero moves agilely enough once you're used to all his powers. The action is much deeper in this game than in the first one. You get multiple spells at once, and they aren't all super overpowered; you get more moves than just jumping, slashing, and ducking; there is some actual challenge.
I was disappointed with it too, as a kid, and I gave up on it early like you did. But it turns out to be a good game. It's less "classic" than the first one, because it came out later and lacks the big gimmick, but it's a good game.
