Retro games with level editors?
Pic kind of related but obviously not retro
What genre? Official ones only or romhackers' made ? There is a lot.
The most interesting one I can think of is : in Japan there was this Game Boy game that was in the same genre as Advance Wars (although IIRC the first instalment came out before Famicom Wars, but I could be remembering wrong).
There was a level editor, and there was also a device that could allow you to upload/download levels on the internet.

Also a Jap only re-release of Tenchu on PS1 has a level editor.

Solomon's Key 2 (also known as Fire'n Ice) has a level editor.
Unlike the first one where you have some action elements, this one is completely a puzzle in all the aspects (for example, you can't jump or kill enemies directly with a fire spell).
My friends would leave the room while I made the puzzles, and then if they solved it I would do the same later, there was one time that I made a puzzle that took them several hours to figure out, fun stuff.
