Gemfire is relatively simplistic, but I found it enjoyable.

You might also look into Dark Wizard on the SegaCD. It's a bit more focused on the tactical RPG elements than it is on the territory control/management side of things, but it's a pretty good game.

Heh, I didn't even read territorial turn based in the OP before posting. Dune 2 is an RTS.
But anyway, for turn-based strategy, you still have the SSi Panzer games on old computers Commodore, Atari and DOS computers, as well as the System Soft's Blitzkrieg and Daisenryaku (on MSX, PC-88, PC-98, x68k, Megadrive and the likes, though you'd need to know runes).
