The radio static doesn't sound like static. It sounds like a ringing bell or alarm. It's pretty annoying. Silent Hill 2 introduced actual radio static.

You know that, just like flashlights, it attracts enemies, right? Makes them harder to dodge.

Radio does not attract enemies. At least not in the first game. It's even said in the item description.
Turning the radio off makes the game four times as scary, especially on your first playthrough. Highly recommended

I prefer the fire alarm. More metallic. More industrial. Actually goes along with the industrial soundtrack. SH2 watered all that down.
