Bring in a console to test it, if you find one in person. I bought mine at a pawn shop. They let me bring in a console and test it. They're usually kind of rare/pricey, and they only wanted $20 for it, so I bought it even though the back didn't work properly.

Sounds good. The one I was going to buy is being sold by someone on Kijiji. I was gonna buy it and If there was something wrong with it, just return to their house and simply dump it back on their lawn. At least testing it will save me the money if there is any fuckery afoot

I liked my old viewsonic 17PS. But in hindsight, a more normal 17GS would have easily been enough for me.

Nowadays though, I wish I had scooped up that lumbering P220F I came across.

You very much can and should, you just need to buy a special cable that separates the chroma and luma or make one yourself. They go for around $8 on ebay. I use one on my Amiga 1080, the look is amazing. Compared to a standard CRT, it's pretty subjective but old Commodore monitors are some of the best composite/svhs monitors out there, so they're definitely better for that in most cases, especially for a desk set up.

I know Nintendo themselves referred to Y/C video as SVHS (along with CE manufacturers with financial stakes in referring to S-video that way), but it's technically wrong and I beg you to stahp

They're for Y/C, i.e S-Video. A simple 2RCA to mini-din is all you need for that. If you've already tried that, it's very possible that the chroma jack has a broken/cold solder joint and just needs reflowed.
