Populous. Or maybe another simulation game? SimCity might be good, since you could then wake up to a huge amount of extra money and an interesting pattern of wreckage (from the Bowser that wandered through at 3:53 AM) for you to fix.

For GBA, I like pokemon for comfyness. When I get tired I start drifting off between turns because it's such a slow paced game. If you didn't play either ruby or sapphire, play them. Git gud and make a cool party, take your time playing. Pokemon games have pretty good progression, too, so it'll last a while without feeling pointless.

I'm sure there are other chill GBA games I'm not thinking of. Well, there's Kirby if you like platformers.

Any turn-based RPG is great for playing before going to sleep. Try MegaMan Battle Network 2 or 3 for GBA.
