Why aren't there any Saturn or Dreamcast game re-releases

Why aren't there any Saturn or Dreamcast game re-releases but the Genesis and in some cases Master System/Game Gear games get re-released a million times?

Also, early 3D titles (3DO, PSX, Saturn) were built with specific system-hacks in mind.
Hell, a better example: most of the SNES games that are ported or re-released in collections don't have Mode 7 (which is a "SNES-specific" effect). For example, Megaman 7 used Mode 7 (in the credits scene), but the re-release didn't emulate this effect.

For Genesis games you can toss an emulator and a bunch of roms onto a disc and call it a day since any potato can do good Genesis emulation. For Saturn and Dreamcast games you'd either need to port them from scratch, which costs a lot of time and money, or develop an emulator capable of providing acceptable emulation at a consumer level under the restrictions of a particular console's tech, which costs a lot of time and money.

I think you misunderstood OP's question. And TLoU has had one rerelease, what are you on about? If you want an example of crazy rereleases, look at Sonic Adventure on Steam - a PC port of 360 port of a PC port of a GCN port of a revision of a Dreamcast game

Because the Saturn is a bitch to emulate due to its screwy hardware, and Sega makes way more money off of ports of individual DC games (e.g. Sonic Adventure 1 and 2, Jet Set Radio, Crazy Taxi, etc.) than they would off of compilations (and they'd have to, due to the increased costs in porting compared to the Genesis and Master System/Game Gear).

IIRC the dev team said something about not having the time to implement it... which sounds like a load of bull since S3&K functionality is one of the most basic things a MD emulator can do. It's too bad Sega never put it on PSN or XBL like they did with other obvious omissions from the collection like Gunstar Heroes and Wonder Boy.

It is a load of bull.
S3&K can be made by literally concatenating the two ROM files together. There is absolutely nothing special required beyond that.
