All I remember is that it was a massive puff-piece for bubsy, glossing over the tank controls and other awfulness of the early-3D platformer released right beside SM64 and giving it a good score. Almost certainly a bought review...

...And even it had to criticise Bubsy's incessant speech as being annoying.

The first is more of an issue with the translation, くるくるくるま is a bit of an alliteration so it's more punny than deep. I guess "spinny wheels" could put the wack back in.

The second one, thinking more about it, it's not like the carnival itself is screaming, so maybe "scream carnival" would be better.
