You dont need one at all, you can just drag n drop images onto the exe. Till you get to turbo graphics cd, which even retroarch has trouble with. But then again im talking to a retard who would rather piss about with a cfg file for hours over downloading a front end.

1) you don't need a GUI or a command line or anything to use mednafen. right click on your rom, open with, choose default program, and choose mednafen. You need to do this for each different rom extension (.nes, .gba, etc) only the first time and then whenever you double click on a rom it will open with mednafen and you start playing. it can't get easier than that
2) for TGCD games you need to put the BIOS in the mednafen folder, and then you open the .cue with mednafen as I explained above
