Why is this the case in older games every time? You literally can't name an exception to this rule.
But that's wrong, jumping on quick-sand in desert levels is a hell of a lot better than the sluggish movement in water levels.

Sewer levels are always the worst.
How about the first Bubsy? Those desert levels were pretty good and cozy. The later levels and specially the last one was by far the worst part in the game.
The problem with them is that most of the time they have this shitty arabic music "for atmosphere", and a repetitive, grueling feel, with a boring palette in the shades of tan.

'99 is the one KoF I think could actually use a remake. It had some of the best backgrounds, some of the best music https://www.youtube.com/watch?v=tRG5GNdYhyE and introduced some cool characters like Whip, Maxima and K' one of the few appearances of Kasumi...
On the other hand it's one of the worst balanced, most of the new characters are super shitty in their first outing and strikers suck.
