It's Michel Ancel digging through his old stuff. It's especially interesting since it was supposed to become a SNES CD-Rom game, even if the prototype runs on a regular SNES.

I'd be surprised if it were released. Sometimes people who worked at game companies do sell their old stuff like this, but I doubt it is particularly common, especially with interesting unreleased stuff that could potentially be monetized via crowdfunding.
