Can anyone recommend some quality western-developed NES games? All the best games for NES seem to be from Japanese devs, what are some good games made by Americans or Europeans?

There were a ton, though a lot of them were ports of arcade and computer games. Just off the top of my head I can think of Tetris, Gauntlet, Battletoads, Deja Vu, Uninvited, Wizardry, Prince of Persia...
Rare had some good ones. Ocean published some good ones, too, but mostly just ports of arcade games.

This, some western devs did good jobs at porting arcade games to the NES.
Joe & Mac was published by Data East but actually developed by Elite Systems.
The results are actually quite good. It's not arcade-perfect obviously but it's got some of the best parallax scrolling I've seen on the NES, just take a look at the first level
