Very common in the 80s at small hotel or motel pools. The better hotels had a separate arcade room adjacent to the pool, but a lot had them right alongside it exactly as shown in OP pic.
On that note, motels tended to have games that were old (even at the time). In the late 8s you would see games like dig Dug, Mr Do and Ms Pacman. Hotels and laundromats were like retro-arcades of the era.
