what are the best pre-3D racing games on home machines? I'm looking for stuff that isn't hindered by the weaker non-arcade hardware.
My personal favorites in this regard are:
F-1 Race (GB)
Super RC Pro-Am (GB)
The Great American Cross-Country Road Race (C64)

The Saturn has a ton of excellent home conversions of 2d arcade racers.
Pretty much all of Sega's first party releases except Gale Racer (don't know why this port sucks so bad, but it does) are top notch. I'm a particular fan of the really cool graphical effects in Power Drift.
Astro go go is a great little super famicom mode 7 racer. The stages are linear so it's not like f-zero or Mario kart where you're lapping the same course several times, instead the stages are just one long stretch that never repeats. No idea why it didn't come out in the west, the game is entirely in English.

What does that mean exactly? Are you looking for games that came out before we had polygons or are you looking for games that are not using polygons?

games without polys, I have played a lot of ridge racer and sega rally and the later F-Zero games and various other 3D games, and I want to see what 2D racers are out there. But I want to explore the home scene since it feels like many of the big 2D racers were in arcades (Out Run, Power Drift as examples).

Rad Racer is basically Outrun for NES and it actually plays fine.
