Pretty well actually, I have a Batrider PCB and it seems to run the same AFAIK (So Garegga runs practically the same as Saturn, without the level loading freeze). I think it runs into issues when you get into CAVE PGM games and some other games like RayForce and Gun Frontier.

You can maybe meme some diccboi into buy that for $200 if you get lucky (looks like a late 80s 20" PVM to me, so prob. only ~450 TVL and I'm guessing the convergence is shot to hell from the years). There's one born every minute.
If you're selling to a friend, $100 or less is probably closer to a "fair" price considering age and condition. That's assuming it accepts RGB and doesn't have any glaring problems. If it's a composite or S-video piece of shit you should just throw it in the garbage right now.

Looks much more like a 20M2MDU, so late 90s and early 00s. Common, but no slouch at 600TVL and a fine monitor of just about anything retro.

ESD isn't an issue unless you're going around, meddling with the insides of shit, and especially not with such a tight knit/small strand carpeting. All the chassis/cases are grounded(anything that could actually be damaged externally from static discharge would have rathery shoddy craftsmanship to begin with), and this is the one part of the house that has actual 3-Prong grounded outletsand as such not using cheaters like everywhere else, so ESD is definitely not an issue.
The PVM alone generates enough static to take out several computers if you let it, and if you're commenting on the two supporting the TV in the back left, they're both essentially gutted or useless.
