You'll need a phone line simulator for that. It's usualy an RJ-11 cable with a battery, a resistor and a capacitor, something like that.

It's called a voltage line inducer.
You probably don't need a voltage source if Saturn game acts as a server (receives the call, as on ATA command). Then, on the calling computer disable dial tone detection with ATX1D, or maybe tell the modem to generate calling tone (ATX1D^ or some other modem-specific option). I don't think browser software supports any “callback” modes, though, it probably expects to always initiate calls. But you can use two modems and two consoles to MITM and decode the network protocol, then build a cheating bot!
There are also modems that natively support leased line mode, but they are rare.
Windows Internet Connection Sharing is going to fuck you up. Last time I used it, that poor man's NAT gateway silently discarded everything after a network subnet change. You can probably set up real routing/bridging/NAT services even on client version of Windows, let alone normal operating systems.
I would ask you to post ITT from Saturn if 4chan wasn't proxied by NSA/Cloudflare (or as I've recently taken to calling it, NSA plus Cloudflare) which totally isn't going to allow you to do that. You might additionally need a transparent proxy to make HTTP requests on behalf of Saturn browser.
