What are some retro games with good level editors? Either ones with built in editors, or fan-made level editors for games that didn't come with them.

UnrealEd can be used to make mostly anything, be it CAD drawings, flight simulators, FPS maps, movies...

Sonic 1 - 3&K have level editors . You can get them at sonicretro.

DKC 1 and 2. Not sure about the third one. SGM can't edit tilemaps yet, but you can use Platinum for that just fine.
