Sonic 1 - 3&K have level editors . You can get them at sonicretro.
There is a special version of Tenchu, Jap only release, with a level editor.
Always found that amazing considering it's a PS1 game.
The PC version of Rayman had a few different bundle releases, a couple of those included a fairly extensive built-in level editor
