it's an rpg, you don't need framerate. Alternatively, they could turn down the textures, or use a real engine

Some had terrrible interface because a lot of refinements we take for granted today didn't exist yet. One more thing : games used to come with thorough manuals and reference cards with keyboard shortcuts to help you. So nope, there was no malice behind this.
Tbh, MM games in general do a decent job at having a clean UI for their time.
Now, if you want hard to navigate interface try games from the early 90s or older, like old Koei games, Caesar, Rings of Medusa...
