Bitmap Bros were really good at this stuff.
This is Amiga version, but first release was for Atari ST.
Aside from the graphics, this game also had advanced AI and adapted to the player's skill (the better you play, the harder it gets).

A-Train predates SC 2000, only the original Sim City was older.
It's a graphic style I just love so much, and A-Train made a great job at it, even with seasons and day/night cycles, all in glorious 16 colors.

Mischief Makers, being one of the only 2D N64 games, has some gorgeous and colorful pre rendered sprite art, exceeding the 16-bit limits DKC had. Beautiful game to boot.
