Why did the US version have different music from the JP/EU versions? Copyright reasons? Or were they just really inspired?

Sega of America thought the soundtrack wasn't cool and dark enough for US audiences, it sounded too techno-y and upbeat. The JP soundtrack sounded too "European" if that makes any sense. But more importantly, Sega of America built an expensive recording studio and they wanted to show off what they could do with it. I suppose it might also be why they made a soundtrack for Ecco CD when there's nothing wrong with the Mega Drive version. Just to show off the technology they had.
I think the JP soundtrack of Sonic CD is far superior to the US one, with the exception of Sonic Boom which is better than You Can Do Anything. The US soundtrack is a bit of a mess because the Past tracks are still the same as in the JP version, but the present and future tracks are completely different. This makes the Past tracks feel out of place. It's still a good soundtrack though.

I think it's quite amazing how consistent Sega's sound department is. There are some bad Sonic games but I can't think of any Sonic game made by Sega that has a bad soundtrack.
Even the Mario and Sonic Olympic games have amazing soundtracks and it has really interesting renditions of classic Mario themes done by the Sega sound team.
If only the rest of Sega was as good as their sound team.

IIRC, Sega of America had their own new music department and they wanted to have it cut their teeth on the new Sonic game.
Personally, I prefer the JP/EU version, but only because (due to technical issues) they couldn't replace the Past music in the US version (the Past music used the standard Genesis sound, while the Present and Future music used Redbook audio, which could be easily swapped out). If Sega of America managed to replace the Past music as well, I'd probably see the two soundtracks as equals.

I'm not understanding your question here. The Taxman ports contain both soundtracks, and Taxman made no mention of licensing being an issue in securing the in-game soundtrack.
The only actual issue were the vocal tracks, You Can Do Anything and Believe in Yourself, and that was because of the vocals. the Taxman port contains a recreation of the songs but with the vocals removed.

Still, Sonic Boom is the better opening theme
pretty sure the reason they changed the soundtrack was that in 1993 they thought electronic music wasn't that popular in the USA(that all changed a few years later)
Sonic 3D Blast for the Saturn had a sort of similar sound to Sonic CD JP(not exactly the same but they were both Rave Music) and they weren't changed after all
