The way people implement scanlines often times is retarded. If the black lines were instead darkened interpolants of the neighboring lines, it wouldn't look like shit, and be a lot closer to what they are trying to recreate.

I grew up with CRTs and always hated scanlines.
When I got my first LCD monitor I was thrilled to be rid of them. Had terrible ghosting, but at least no scanlines.

Throwing away half of your pixels obviously means you need to double your contrast to compensate.
