Assuming that's the Guncon you got, the Guncon 2 will not work with PSX games. Some -- very few, actually -- PS2 Guncon games work with the original, but the Guncon 2 itself is not backwards compaible due to using the USB port.

Get a GunCon 2 (the USB model), a cheap racing wheel with a pedal that acts like the X button, and Time Crisis 3. Bliss.
