The first Stuntman game was pretty great. I don't remember if it had shooting segments but it was all about precise driving.

Try Auto Destruct, it used to be my favorite PS1 game for a while. Crime Killer is OK, but AD has more variety.

Hello other me, thanks for posting that. I've forgotten about it.

Used to play it so much, along with Crime Killer. It also has some very fun cheats, that even allows you to change the car model.

How bout Ray Tracers? It's a track based racing game where you ram your enemies into submission.
No shooting though, atleast not from your side. The bosses gladly fire at you

Man I remember playing this game with a friend together. One would steer and the other one shoot. We had a blast.

Yes, it puts you into pursuit mode, which increases your speed. Pretty much required when you get the time limited threats like bombs, or trucks carrying toxic stuff.
