They are pokemon. Personally I think that pokemon can be introduced even in mid gen if they didnt launch a national dex before since the one from the previous gen.

They have introduced new pokemon mid gen before. A good example can be when Platinum came out they introduced Giratina and made a few unobtainable pokemon entered into the dex.

Judging by the fact that we had so few new Pokemon, and unfortunately they do consider UB's as Pokemon, it is fair to say that actual new 'non-UB' Pokemon will be introduced if they introduced new UBs.

Each Ultra Beast has a category name, Nihilego is the Parasite Pokémon as an example. They also have Pokedex numbers, and Nihilego's Pokedex entry refers to it as a Pokemon.

The question we really need to be asking is that if they are going to add more Pokemon other than just UBs. Like a male evolution of Salandit, and an evolution for Komala would be nice.

Don't want to be the one moving goalposts, but it's usually new region/new starters that make a new gen. Adding forms/new pokemon doesn't change anything unless they happen to be starters.
