The Regional Dex will be rearranged, because it doesn't have a specific numbering system. The NatDex can't be rearranged and they will stick them at the end, but since it won't be in the game you will never see it.

Because the UBs would then be separated and not consecutive. They also like mythicals at the end so they remain "hidden and unknown", but since we have Marshadow now that's no issue. I'm thinking we may even get one or two new mythicals to keep the yearly mythical thing going until Gen 8 in 2019/20

It's not only in TCG, their numbers were shown in some official guides too.

They're gonna tack these guys (and any other new Pokémon we might get) on after Marshadow. Not that they couldn't retcon it and put Burst and Assembly next to the other UBs, it just seems unnecessary. Lots of Pokémon that "belong together" aren't next to each other in the National Dex, most notably cross gen evos, plus they already broke convention with Victini, so it wouldn't exactly be unprecedented.

They will likely still go next to the other UBs in the Alola Dex, which is getting expanded/rearranged anyways.
