I really don't know what to expect out of this. I'm not sure if the evolution capability will be tied to the single event individual or if all Rockruff with Own Tempo can evolve into Dusk Lycanroc. I'll try breeding mine as soon as possible. IF it can in fact produce offspring and they can inherit Own Tempo, it would stand to reason that those Rockruff could also evolve into Dusk Form. Honestly, though, in the light of Bottlecaps and EVs made easy, it doesn't matter much as long as you can SR for nature.

If the Rockruff is breedable, I'm betting it has the same BST. MAYBE it could end up with the highest stats of both forms. If it is a strictly event-only "Ash Lycanroc" in all but name (I hope not), then I expect optimized stats. Who can predict GameFreak's moves anymore?

Not to mention water doesn't even resist rock, so being able to hit water SE is less valuable than being able to hit steel SE, as you'd resisted and totally walled by steel without fire fang. You can at least sneak in an accelerock on a weakened water type for neutral damage + stab.
