Tiers are determined by usage. By usage the BL mons aren't OU, but still too good for UU.

If you want to know what's "recommended", look into the viability rankings where the mons are ranked based on how good they are in a tier and not how much they are used.

When /vp/ parrots the meme "Gen VII UU is Gen VI OU" they don't take into account that powercreep seems to apply only to offensive mons. OU holds tight on their defensive walls: only four defensively oriented Pokémon dropped from OU to UU in the generation shift(Amoonguss, Gliscor, Slowbro, Rotom-W). As a result you have about a dozen of old OU threats dropped on a new tier with no counters for them, on top of the new Pokémon, which is how the BL tier gets so bloated.

Notice also how of all the 24 or so BL Pokémon Mega Slowbro is the only defensive one.

BL has enough mons to support a distinct tier.

A lot of the shit in BL are wallbreakers that have been fucked over by dugtrio. Also OU has all of the best walls, disregarding ubers, and the UU tier can't handle reintroducing everything in BL because there are basically no defensive pokemon in there to rebalance it.
