Definitely RU and probably with the bulk to make up for speed the higher end of it. Intimidate+Assault Vest or Leftovers+proposed Flare Blitz Z-Move+say, Drain Punch/Knock Off/Thunder Punch would make it invariably quite useful.

Eh, all shitflinging aside... the inevitable Intimidate and a good selection of move tutors will really help Incineroar out. A good recovery move with Leftovers would be one route, a batch of high-power coverage moves can let it be a wallbreaker, various status moves plus Assault Vest could make it a useful support mon even in singles to set up for its team.

I feel like it has a lot more potential than Decidueye and it and Primarina can only go up in battle potential. Incineroar can get over speed with the right stuff, Decidueye is hobbled by the high special attack stat in a way Incineroar isn't.

If Incineroar gets good tutor moves such as Drain Punch, Thunder Punch, and Knock Off on top of that, it will be RU for sure.
