Using the 702 election poll in Japan, provided no Pokemon's votes were entirely trolls or jokes, each and every Pokemon pre-Gen 7 has at least one person bar Simisear. Every Pokemon in Gen 7 has been claimed at least once within threads on /vp/ alone. This would denote that Simisear would be the only Pokemon missing their special someone, however this does not take into account the global population as the election was only hosted in Japan. It cannot be proven, but it is incredibly unlikely that Simisear has nobody. I also found this, but it was 2013 so that could have changed.
