I was definitely surprised by it, because at the back of my head, I was being constantly reminded of how people thought and talked about how Incineroar would be a perfect fit for Pokken online and came to wonder the backlash that would invoke from it.

You can still see posts like >>33489237 going on about no one ultimately caring about Pokken, even though Pokken is, to a degree,a game that'll be constantly played online on the Switch and will definitely be played more than its Wii U counterpart.

I think if it came down to a question of which starter makes it as a fighter, Decidueye was pretty much the only choice. Incineroar's typings and humanoid form are already well represented and the wrestling angle would be difficult to represent in its basic moveset beyond grabs and specials. Primarina's form would make basic movement and attacks awkward to design. It could be done, but relying on water and ice for mobility was already done with Empoleon, leaving little room for Primarina to create its own niche. That leaves the owl, who helps to fill out the underrepresented grass type as well as being a de facto flyer. Even though it lacks a flying type, the wings give a perfect excuse to have an aerial specialist aside from Charizard.

Like it or not, pokken actually had good viewership. From a recent research from nielson, pokken got pretty good esport viewership next to smash.

I think everyone knew either it or the tiger were going to make it in, it was just a question of which. The tiger is a good fit for a fighting game, but could potentially overlap with Machamp. On the other hand, the owl is an archer, which is a fighting style few other Pokemon could do. Obviously, the opted for the later.
