Unpopular opinion and please prove me wrong, butI don't think the Rockruff we saw was indicative of following Pokemon, and was instead a single instance of a scripted overworld model. Maybe we'll be able to interact with overworld pokemon in some way, but I don't think following is a thing and people are drawing conclusions from insufficient amounts of data

Because it's a good feature for immersion, helping people bond with their Pokémon and make them feel less like tools for battle.
It's much better than the Amie/Refresh because that feature just feels like putting coins into an animatronic to make the thing play the same tired animation it's done a million times. Flavor text and having your Pokémon outside allows the imagination of autists such as myself to flourish.
