You have to look at the quality of the weaknesses before the quantity. Fire and Flying weaknesses are basically irrelevant because Florges already loses to any Fire type and to the majority of Flying types. Ice is mostly seen as non STABbed Ice Beam in the meta, which Florges has the raw bulk to take. The resistances Grass adds are extremely crucial because they allow Florges to beat mons it couldn't before such as Zygarde, Ash-Greninja, Tapu Koko, Keldeo, Kingdra and even Landorus-Therian without Z moves. Not to mention that Flower Veil will actually do something, and most importantly that Florges will now have an unique and defined niche instead of being a lesser Sylveon, which is already a lesser Clefable.

The Dark-type is meant to be seen as the Evil-type, and that's meant to be seen as underhanded, malicious, unfair, cruel, scheming, and taking advantage of unsuspecting opponents. It's not meant to embody actual darkness.
