I'm wondering if that counts as Gen 2 only. If I was I'd easily just use Togekiss.

Since I'm including Gen 1 pokemon that evolve into Gen 2 ones like Zubat I may as well onclude the reverse.

I also didnt want help from items I cant get before postgame but that may be just putting too much restrictions on myself

Actually this makes sense and I'd probably just do that, but Wing Attack is it's strongest FLying Type move outside Fly.
