I suspect two possible reasons for that. Either it's an oversight because typically megas can't hold z-crystal anyway, or even game freak realizes mega fug is busted and that's their idea of not letting powercreep influence it, too.

If pokemon would ever go in the direction where two hold items are possible, it would be implemented. All hell's already on the loose at that point.
