Flygon still evolves around the levels of the last gym leader, that's okay. For Dragonite you specifically need to go grinding in victory road if you want to use it for the league.

Trapinch evolves into Vibrava at level 30, too, after which it becomes pretty useful. Dragon has a lot of great resistances for in-game play.

Compare that to, say, Tynamo, which evolves at level 39, ridiculously late. Its stats are barely higher than Caterpie's, and it has to make do with Spark, Charge Beam, Tackle and Thunder Wave.

It's just such an underwhelming thing after the big headed ant-lion larva. Bland ass dragon with silly wings. A few tweaks to the design could have made it decent, particularly the wing shape, eyes, and the way the legs look.
