Given that Ash isn't allowed to win a league, is he just going to be stuck in a perpetual cycle of being runner up over and over again from here on out because the execs have no idea what character development is?

I think it's a consequence of the E4 and Champion being portrayed as much more powerful in the anime than the games.
They probably don't feel a Champion league is worth it because Ash would lose in a 6 v 6 against any of the E4.

The problem isn't that he doesn't develop, that's what his journey is for. Series sometimes handle this well, or sometimes don't, but not every needs to be a winner and I don't see how this lessens him as a character.
He can be just as boring even if he won the last 4 leagues.

Then what's the point of following him through his journey if he keeps losing? I know that not everybody has to win every time but it's getting annoying when every obstacle he overcomes just amount to him losing in the end. It sends a message that no matter how hard you try, there will always be someone who will take it away from you.
Nah, Ash is gonna win the Alolan league but after he does Kukui will pull some b.s. like, "Now if only the official International Pokemon Leagues would certify us you'd be the champion". Then Ash/comedy relief owl will face-Palm and fall over and everyone will have a big laugh over it.
