The original concept for the series was something more akin to Dragon Quest rather than the more modern-day setting. The idea was that you were taming wild monsters rather than animals. The whips are just an oddity that somehow made it into the final game.
Also another piece of trivia: Virdian City was originally going to be the first gym and the leader was a young kid who probably trained either normal or bug types. Giovanni was a late addition.
