Serious answer, you can find Mewtwo, Lugia, Ho-oh and one of Groudon and Kyogre in th HGSS games. Those four should fit in, unless you think Ho-oh and Kyogre clash too much.

Non regenerator Ho-oH is meh so I wouldn't get excited for the Hg/Ss one. Only use is getting one in a level ball.

Mewtwo and Kyogre on the same team is still a big deal. Can DPP do better than that?

Platinum has Palkia who is amazing with Kyogre, Giratina suffers since gen 4 has a million restrictions about his origin forme.

Well, let's look at the legendaries catchable in each game
HG: Ho-Oh, Lugia, the beast trio (not really Uber material, but at least Suicune is decent), the bird trio (fucking garbage barring Zapdos), Mewtwo, Kyogre, Latias
SS: Ho-Oh, Lugia, beasts, birds, Mewtwo, Groudon, Latios
Platinum (not gonna bother with DP since they straight up offer you less): Giratina, Palkia, Dialga, pixie trio, Cresselia, Heatran, bird trio

Other notables: Gyarados in all games, Blissey in all games, Garchomp in DPPt, Tyranitar in everything but Pearl. Gengar and Scizor require trades to evolve so they're out. Correct me if I missed some important monsters, I know there's a bunch of Pokemon you can catch in postgame content that aren't part of the Sinnoh/Johto dexes.

Latios would be a big deal if PBR was allowed since that lets you get the Soul Dew.
