Nobody really bothered to use either the trade Pokemon or defensive Pokemon in-game, so Mr. Mime is probably among the least used Pokemon of the generation. The only things I can imagine being used less are the rare Safari Zone Pokemon and Tangela.

this, I don't know anyone who even used a Mr. Mime before gen 4. don't know where they are in gen 2, but for gens 1 and 3 at least being trade-exclusive is absolutely awful availability

Also, the trading location is a bit out of the way and you need Abra/Clefairy for the trade, both of which are a pain to catch, so I imagine a lot of little kids never even had a Mr. Mime, let alone used it.

As a person who just had a Pokemon Blue Kaizo run where Mr.Mime was one of the most important parts of it I have to say that it's by no means a terrible Pokemon, however, it's outclassed by pretty much every psychic type with offensive moves, including Kadabra

Not gonna lie, it was the combo of its Fairy typing, idle animations and this image that won me over.
