Pokken's roster is small because balancing characters where they all have unique move properities and tons of different moves for comptitive play is hard as fuck.

The models themselves take work but it's like 1% of the total workload, the above and animations are the hard pard.

The models are definitely divisive, but at least the animations are much better than just about everything GameFreak has shit out in the recent years. People forget that the variety and fluidity of animations is just as important for the graphics as the quality of textures and complexity of the models themselves. That's why Monster Hunter could get away with running on the same engine for so many years.

No, the reason we had to wait ages for XY was because GF was making high-poly models for every Pokemon. This is why the 3DS games are laggy as fuck when there's two detailed Pokemon on screen, or if there's more than two Pokemon.

No, and even if they could do it they wouldn't. It looks fine in a spin-off, and especially works in the context of a fighting game, but that art style and aesthetic doesn't belong in the main series. They will always keep the cartoon aesthetic, no matter how many more poly's they add or how higher the texture resolution goes.

All of the future Pokémon models being made for the mainline games will continue to follow the standard set in gen 6; those models are deceptively high poly and were made to be future proof, that's why they are taxing on the 3ds. Its a lot easier to create new higher res textures for already existing high poly models, than it is to create the models from scratch again, and have to skin them and rig them again too.
