It's the mascot. For people outside the core audience and hardcore fans, Pikachu is the single most recognizable thing from Pokémon. It's the franchise's link to the most casual of consumers, because almost everyone who even marginally paid attention to pop culture in the 90s has at least a vague idea of who/what Pikachu is, and to people entering the fanbase for the first time, it represents that history to an extent.

Is the special treatment a little excessive at times? Perhaps, although that ties into one's personal opinion on Pikachu. But it's safe to say that it's not going anywhere anytime soon.

Is this thing even viable ingame? I've played all the games and the only one that gives you a lightball before postgame/lategame is XY, no idea about TM availability but i bet it doesn't learn shit outside of thunderbolt and fucking quick attack.

I like Pikachu. In the games, it only ever feels forced in ORAS due to the free cosplay one. Every gen/game before it was just a standard/relatively rare cutemon, and in SM the hatted one is an event, so it won't be there to bug you unless you battle someone with it. It's a shame Raichu doesn't get much compensation though, since Pikachu and even Pichu get good stuff.
Also prefer the fatter Gen I/II design over the more recent ones, but at least Marill fills that role.
