I dont get why gf doesn't heavily up a base form pokemons

I dont get why gf doesn't heavily up a base form pokemons stats like mightyena so they can be viable. Dont get me wrong i love alolan pokemon but some of them feel like replacements like marowak and muk

couple of things,
1. why does that mightyena have a darker pelt and black nose?

2. Probably because if they did it for every single Pokemon it'd fuck up the meta game. Some pokemon are meant to be love-able others are meant to be viable. Other than that I have no explanation friend.
