What am I doing wrong? They are the same priority, and quick claw should allow me to go first in my priority? And RNG is frame based, so as long as I keep choosing different frames it should eventually proc quick claw?
I can get a faster pokemon, just wondering why this won't work.

Quick claw activates randomly. Instead of the Drowzee shit, just put the Alakazam in the first slot and Trick every Abra you encounter.

Yes, but I load back to the save state and try again a random amount of frames later. Eventually it should proc, its only 3/16

Quick Claw rolls at the start of the turn, before you even select "Fight". If you're reloading after that point, it will NEVER activate. If you reload from "Wild Abra Appears!", then it will randomize every time.
